Phil Klingensmith

Quality Assurance Manager

Phil Klingensmith is the Quality Assurance Manager at BCL Enterprise, bringing with him more than 60 years of experience in the Information and Communications Technology (ICT) design industry. In this role, Phil is responsible for ensuring that every project delivered by BCL meets or exceeds current code standards and adheres to best practices in the field. His deep understanding of ICT systems, paired with his passion for quality control and mentorship, makes him an invaluable asset to both the BCL team and its clients.

Phil’s influence extends far beyond BCL. For more than 35 years, he has played a key role in the development and success of the Building Industry Consulting Service International (BICSI) organization. Throughout his involvement, Phil has contributed to writing and refining critical certification programs, including the Registered Telecommunications Project Manager (RTPM), Outside Plant (OSP), and Registered Communications Distribution Designer (RCDD) designations. As a certified trainer, Phil holds active certifications as a Technician, RCDD, OSP, and RTPM. His dedication to professional development and high standards has helped raise the bar across the ICT industry.

Phil’s distinguished career began in the U.S. Navy, where he was trained and served as an Electronic and Crypto Technician. Following his military service, he spent 28 years with AT&T, advancing from a field technician to a middle manager and eventually to a National Account Manager, managing large-scale telecom accounts and teams nationwide.

Phil’s entrepreneurial spirit eventually led him to start his own installation and consulting business. His decades of experience, leadership, and dedication to quality continue to shape BCL’s reputation for excellence—and help guide the next generation of ICT professionals.
